Able to add annotation to the DVO service for being scrapped the metrics exposed

What is the nature and description of the request?

It's needed to be able to add an annotation to the DVO service called `deployment-validation-operator-metrics` for being able to scrape  the metrics exposed in the port 8383 by an external monitoring system without being removed by the DVO Operator when reconciling or upgrading in the future.

For instance, Dynatrace allows to discover and scrape automatically services adding an annotation to the service as described in Dynatrace Annotate Kubernetest services,but if it's added the annotation, it could be removed by the DVO Operator.

Why does the customer need this? (List the business requirements)

Being able to add an annotation to the DVO service `deployment-validation-operator-metrics` for scrapping the metrics exposed by a monitoring system adding an annotation and this allows to Dynatrace discovers the service to be monitored.
