FIPS collector for node_exporter

What is the nature and description of the request?

The Linux kernel exposes FIPS information in the /proc/sys/crypto directory which could be collected by node_exporter and ingested into cluster monitoring.

Why does the customer need this? (List the business requirements)

Customers could write alerting rules to ensure that all nodes are FIPS enabled.
Red Hat could collect telemetry metrics to understand how many clusters are FIPS enabled.

List any affected packages or components.
