What is the nature and description of the request?

As of today, the tracing view only gets installed as part of the Admin view, but application observability is equally relevant (if not more) for those who use the developer view.

Why does the customer need this? (List the business requirements)

To visualize and analyze application performance and functionality issues occurring in applications by developers and those without access to the admin view.

Also, this is highly relevant to provide some feature parity for users before we deprecate the Jaeger UI.
