Add support to IBM Cloud Object Storage in Tempo

What is the nature and description of the request?

We already have documented support for many object store backends. IBM offers an Object storage solution that should be compatible, and the customer is asking for it.

Why does the customer need this? (List the business requirements)

To have an IBM supported storage backend.
