Improve RBAC automation in OpenTelemetry and Tracing components

What is the nature and description of the request?

Some OpenTelemetry Components, especially the processors, need special RBAC. In the past, we added the mechanism to the OpenTelemetry Operator to create those RBAC when needed. This epic is to register in the operator the different components and their needed RBACs.

Why does the customer need this? (List the business requirements)

Improve the user experience when using the OpenTelemetry Operator since they will not need to manually create the permissions for the different components.
