What is the nature and description of the request?

Discuss and design possibility of shipping Insights Advisor in fully disconnected mode

in ACM hub. High level requirement is to mimic console.redhat.com experience in ACM.

Why does the customer need this? (List the business requirements)

Certain customers hav eregulatory restrictions preventing them from connecting their systems. ACM could serve as a point of providing disconneced Insights
