Implement size based retention in Loki

What is the nature and description of the request?

In the Red Hat Elasticsearch Operator was implemented a size based retention for avoiding getting full the backend storage. In Loki this feature takes more magnitude as the permanent backend storage is remote and not always the Loki administrator has visibility on the object backend storage and the alerts getting full the storage.

Then, implementing a size based retention setting a threshold or size-based purge

Why does the customer need this? (List the business requirements)

Even when it can be set a Log retention having a bad calculation of it or also for a big peak of log generation could lead to get full the storage.

List any affected packages or components.
