Power Monitoring Metrics Visualization in RHOSO

Why does the customer need this? (List the business requirements)

As an OpenStack RHOSO user, I want to be able to visualize my Power Monitoring telemetry data that has been collected from the Telemetry Operator.  I want to be able to see how much power my OpenStack cloud is consuming.  I also want to see how much power each VM is consuming.
