Power Monitoring Metrics Collection for RHOSO

Why does the customer need this? (List the business requirements)

As an OpenStack RHOSO user, I want to be able to collect information on my OpenStack cloud power usage.  These metrics should be exposed by other service exporters, and then collected and stored by the Telemetry Operator.
