Visualizing OTEL Formatted Metrics in RHOSO

Why does the customer need this? (List the business requirements)

As an OpenStack RHOSO user, I want to be able to visualize my OTEL formatted metrics and traces.  I plan to visualize both in the Observe > OpenStack section of the OpenShift Observability UI console.  The RHOSO OTEL metrics should be visualized in the metrics portion of the Observe > OpenStack UI console.  The RHOSO OTEL traces will be a new section of the Observe > OpenStack UI console.
