Port Insights recommendations and Update risk assesment to OCP webconsole

What is the nature and description of the request?

Currently only overview of Insights recommendations by severity per cluster is avaiable in the console. It'd be great to ship also the recommendations' detail as well as Update risk assesment.

Why does the customer need this? (List the business requirements)

Update risk assesment helps identifying existing blockers to updates. Insights Recommendations aid with Day 2 cluster operations and critical issues

List any affected packages or components.
