Add the routing connector to Otel collector

What is the nature and description of the request?

Component:

https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/connector/routingconnector

Routes logs, metrics or traces based on resource attributes to specific pipelines using OpenTelemetry Transformation Language (OTTL) statements as routing conditions.

This might be a replacement for the routing processor which today is showing limitations on non-http traffic. (Need more info)

Why does the customer need this? (List the business requirements)

To stablish routes easily between signals applying rules.

List any affected packages or components.
