User story:

[Assumption] As an OCP developer, I'd like to see recommednations for my namespace. This would allow me to efficiently maintain and audit settings of my deployments on OCP.

As an OpenShift amin/operator I'd like to validate that tenants on my clusters are following best practices for deploying their workloads and for each namespace on my cluster I see the list of recommendations 

Goals:

Validate the assumption with selected set of customers on a set of prototype health checks.
