ProductSense - identify installed vs. running operators

User Story:

As a user of product sense I'd like to distinguish between installed and running operators.

Insights has capability to potentially collect necessary data (like CRs).

Goals:

Identify data needs to be collected (if necessary), expose it to Telesense/DDIS and monitoring teams.
