Create etcd dashboard in ccx cluster lab for Openshift

In support cases, we frequently get issues with etcd performance. In those cases we then ask for more data to check etcd performance based on below KCS as well as prometheus screenshots. We need a way to have an etcd dashboard remotely so that we can check their cluster etcd performance whenever they report the issue instead of asking customer to share the data when the issue is reproduced again.

Also include  etcd_server_slow_apply_total and the etcd_server_slow_read_indexes_total metrics

I also see below JIRa's opened with this requirement. However, there is no traction hence for better collaboration between etcd team and ccx team we are reporting this issue:
