Alert explorer availabe to internal users

Problem:

As a support engineerg (SA, TAM, CX) I want to have greater visibility into the trends, dependencies and behaviours of alerts on a single cluster. 

Example - engineering teams tend to examine alerts their components are producing with different optics than what Symptom trends offer.

Goal

• Analyze requirements from teams willing to work with alerts differently and prepare changes or a new tooling that would suite their needs.
• Bring up internal (testing) tool to show new concepts of visualizing alerts 
• Obtaint feedback from stakeholders 
• Prepare for integration with existing workflows for engineering and support (integrate with Superset, symptoms detection etc)
