Problem

We are currently sending notifications to all cluster not taking into account whether they are managed or not.

Goal

Make sure that:

1. Managed clusters receive just the rules that are tagged as`osd_customer`.
2. Non managed clusters receive all checks (osd_customer ones like DVO are valid there too).

Not many risks. This is customer facing, but it's been happening since the creation of these services and we received no complains so far.
