Problem:

Customers with disconnected clusters want to understand the risk of their updates and leverage the Update risk functionality. The customer is able to provide must-gather archive but due to compliance reasons they are not able to run their clusters connected. Insights Advisor Update risk or internal Cluster Lab dashboard with update risk doesn't support analyzing and assesing update risk from must-gather archive only.
