Collecting OTEL Traces in RHOSO with Tempo

Why does the customer need this? (List the business requirements)

As an OpenStack RHOSO user, I want to enable OpenTelemetry Tracing in RHOSO.  For me this means that I will be able to trace the path of requests that are made to applications to understand the length of time that portions of a data request are taking.  This will help me find bottlenecks in applications that are running on RHOSO.  I plan to store this Tracing data in Tempo on OpenShift.
