The Cloud Watch log forwarding add-on currently sets up AWS resources when being installed. If a cluster is installed in STS/manual mode (https://docs.openshift.com/rosa/rosa_getting_started_sts/rosa-sts-creating-roles.html), the add-on doesn't have the necessary permissions needed to install, and fails.
