      Detect if the platform is supported by power monitoring

      What is the nature and description of the request?

      When installing Kepler, it tries to access a set of APIs and it has several mechanisms of fallback. From using a limited set of metrics to falling back to unsupported data models, or using models that don't apply to the actual platform.

      When installing power monitoring, it shall be able to detect if the platform in which it's running is supported and, in negative case, take action.

      Plausible actions:

      1. Soft: Report, per node, in which nodes metrics are available (can include metrics and alarms, or labels)
      2. Soft: Launch a warning in the console
      3. Soft: Raise an alarm
      4. Hard: Don't deploy kepler from the operator
      5. Hard: Kepler shuts down

      Why does the customer need this? (List the business requirements)

      Customer needs to know, in advance, if the information provided by power monitoring is accurate and supported.

      List any affected packages or components.
