OTel collector configuration improvements

What is the nature and description of the request?

The OpenTelemetry collector is a very flexible component that can rapidly become hard to configure and maintain. For example, in OBSDA-490 it has been reported that the installation setup is not obvious and can become complex. Apart from that, we can benefit from automating permissions creation in the OTel operator (e.g. for resource attribute processor).

While this feature can be hard to finish, the aim is to identify a set of improvements and set them as the scope. Follow-up features may come afterwards.
