Enable file storage extension in the OpenTelemetry collector

What is the nature and description of the request?

This feature request consists of enabling the Filestorage Extension as part of the productized version of the OpenShift OpenTelemetry Distribution.

Why does the customer need this? (List the business requirements)

Used to cache data locally. In case a backend is not reachable and the collector gets restarted during that time, there will be no data loss. (aside from the data that couldn't be captured)
