OTLP Logging collector and exporter

What is the nature and description of the request?

Upon the completion of this feature, the OpenTelemetry collector shall provide the ability to collect OTLP logs and export them for storage.

The scope of this feature is yet to be determined.

The existence of this feature does not mean a commitment. It's still unclear if we are supporting this.

Why does the customer need this? (List the business requirements)

To avoid vendor lock in and easily integrate and change vendors when needed.

Our runtimes/middleware team also provides instrumentation in OTLP.

Relevant for Edge use cases in which several devices could adopt different logging solutions. OTLP is a unifying solution.

The list of receivers and exporters needed is to be determined. 

List any affected packages or components.
