Enable alerting from RED metrics

What is the nature and description of the request?

Once RED metrics are enabled, the distributed tracing platform shall be able to send alerts based on preconditions.

Why does the customer need this? (List the business requirements)

Alerting based on metrics is a basic and important usecase to enable customers to be alerted when a certain threshold is crossed and take relevant actions.

List any affected packages or components.
