      Update Distributed Tracing deliverable images to RHEL 9 

      What is the nature and description of the request?

      RHEL 9.2 has already reached GA (Release Notes) and, as of today, distributed tracing builds are still based on RHEL 8 base images.

      The supported RHEL version of OpenShift 4.13 will be 9.2 (see RHEL Versions Utilized by RHEL CoreOS and OCP).

      In order to keep up with the release cadence of the base components and ensure proper integration with the platform, distributed tracing deliverables shall be built upon RHEL 9.2 UBI.
