Historical logs tab for deployments/dc/statefulset

What is the nature and description of the request?

  When browsing Project > deployments or deploymentconfig or statefulset, having added an extra menu to the current existent (Detail | Metrics | YAML | ReplicaSets | Pods  | Environment | Events) where a pre-canned Loki query shows the historical data from that deployment, deploymentconfig or statefulset. Now, from this menu, if it's accessed the current pod, only the logs for this pod running are visible. 

Why does the customer need this? (List the business requirements)

1. The developers and suppliers are not very accustomed to learning LogQL. Then this would be very helpful to improve the UX
2. Helps to agile the resolution of problems for the OCP end-user point of view abstracting of the LogQL language
