Define per_stream_rate_limit parameter in LokiStack CRD

What is the nature and description of the request?

By default, per_stream_rate_limit parameter is 3MB, it would be useful if the parameter could be modified manually in the LokiStack CRD.

# forms (1MB, 256KB, etc).
# CLI flag: -ingester.per-stream-rate-limit
[per_stream_rate_limit: <int> | default = 3MB]

Why does the customer need this? (List the business requirements)

Regarding the customer setup, they run openshift with IBM CPD 4.6.2 and components Watson Assistant and Discovery. At the moment the cluster is just running, no one is using it, and already the base load is causing Loki not to work with the stream rate limit of 3MB/s.
