Console Thanos Dashboards

What is the nature and description of the request?

Add Thanos upstream dashboards for the components we use to the OCP console. Dashboards are at https://github.com/thanos-io/thanos/tree/main/mixin/dashboards

Why does the customer need this? (List the business requirements)

The console only has a Prometheus related dashboard to provide meta-monitoring insights. Thanos Querier, Thanos Sidecar, and to lesser degree Thanos Ruler are integral parts of the OCP Monitoring stack. We already provide alerts for these components, we should also provide dashboards.

List any affected packages or components.

CMO needs to include the upstream jsonnet code and produce the relevant assets

The Console needs to show the resulting dashboards. Not sure if that actually requires a code change in the console.
