Add support for LogQL metric queries on OCP Console

What is the nature and description of the request?

Users consuming logs from Loki within the OCP Console may want/need to run metric queries over the log results.

Why does the customer need this? (List the business requirements)

It will help customers to consume logs in new ways from the UI, as well as help with the creation of Alerts based on metric queries.

List any affected packages or components.
