Support to Log Forward to Azure Event Hub with Vector

What is the nature and description of the request?

Needed to support to log forward the logs to Azure Event Hub.  [0]

Why does the customer need this? (List the business requirements)

Desired to use the Azure Event Hub as centralized store for the logs.

The current version of Vector (0.21) supports to send to Kafka, but it doesn't support to send to Azure Event Hub [1]

List any affected packages or components.
