Improve console's alert silence view.

What is the nature and description of the request?

We recently discussed a use-case where an operator will create silences for an alert continuously. A mechanism to customize alerts was discussed in https://github.com/openshift/enhancements/pull/1328. After discussion the team will pursue an alert silencing scheme though.
There was a concern about the user reception of having a silence always present. Setting the creator and comment field to something informative should reduce any uncertainty. However the console only shows these fields in the detail view of a silence. This information (creator and comment) would be very useful to surface in the alert listing and the silence listing too.

Why does the customer need this? (List the business requirements)

Reduce confusion and uncertainty when cluster components (such as operators) create silences.
Allow using silence comments and creator metadata to be more useful for SRE workflows.
