We would like to get the count of the deployments which  are created and are not created by Helm.

Currently the kube_deployment_labels are not configured to make use of `label_app_kubernetes_io_managed_by` label. This particular label get's added to the deployments created by Helm and we would like to monitor that. So the ask is to configure the  kube_deployment_labels to make use of `label_app_kubernetes_io_managed_by` label in kube state metrics.

After that we plan to raise a PR to Cluster monitoring operator with a recording rule which can give the count of number of deployments created by Helm.
