Add support for Tempo (scalable) monolithic deployment. 

Why does the customer need this? (List the business requirements)

Tempo installation that does not require any 3rd party dependencies - object storage.

List any affected packages or components.

Tempo operator - https://github.com/os-observability/tempo-operator 

Other:

•  Investigate use of scalable Tempo monolith with local filesystem as an alternative if ODF does not provide us a free license.

• Search should be fully supported
• If loki does not provide a local filesystem  storage we should not either
• Only Tech Preview support needed at this stage
