Add Kafka support to RHOSDT OTEL collector

What is the nature and description of the request?

Add Kafka receiver and exporter to RHOSDT collector.

Why does the customer need this? (List the business requirements)

Customers use streaming strategy in RHOSDT 2.0. The 3.0 should have the same capability for large volume instances.
