Alert for when the bytes sent by the collector to any of the outputs is 0
What is the nature and description of the request?
Vector does not always trigger errors for when not delivering the logs. In situations as the described in the bug https://issues.redhat.com/browse/LOG-7502. Vector stops of log forwarding logs when network connectios are half closed, but it doesn't exist an alert that tell to the Logging Admin that something wrong happens.
Then, for better visibility of the Logging status, it's requested an alert that if the collector is not "sending" bytes to any of the outputs, an alert is triggered (it's expected that if it's set an output, it's because of desired to send logs to it)
