Allow users to modify disk buffer size when using AtLeastOnce tuning option

What is the nature and description of the request?

Currently, when using AtLeastOnce tuning option, then buffer.max_size is picked up. as default (256 Mi). This value a bit low low environments generating huge log volume and all the logs were not processed with the default value.

Why does the customer need this? (List the business requirements)

Because of huge volume of logs, not all logs gets processed by vector. Having a tunable disk buffer will allow them to set it accordingly.
