Enable Monitoring Dashboards for TempoStack

What is the nature and description of the request?

Tempo components exposes lot of component specific metrics. Those metrics are useful to understand the health of tracing system and to identify any issues.

Having monitoring dashboards using those metrics will ease out the process of issue identification, especially performance.

Why does the customer need this? (List the business requirements)

To track the performance of TempoStack and isolate the problem with help of metrics

List any affected packages or components.
