Keda support for Otel collectors in Red Hat build of Open Telemetry

What is the nature and description of the request ?
The SOGEI S.p.A. (Account Number: 509799) is implementing Red Hat build of open telemetry (Otel collector operator managed) with the requirement to dynamically scale pods based on keda (Custom metrics autoscaler).

Regarding this point, the Customer is asking for Keda to be managed and supported by OtelCollector (operator managed):

The number of collector replicas should be managed via ScaledObject (Keda) and not being reconciled by Red Hat Build of Open Telemetry Operator.

Why does the customer need this? (List the business requirements)
The Customer isn't able to desing a scalable business critical Otel Collector architecture, and at the same time, the Customer can't implent a fixed number of replicas or sidecar pattern due to security reasons.
Keda is the Customer best solution to achieve a dynamic scaling of Otel.
