Processor for Delta Metrics

What is the nature and description of the request?

Adding this processor would allow customers to send Delta metrics as well as Cumulative metrics

Why does the customer need this? (List the business requirements)

This is a common way to send metrics from different applications, including AI based apps

List any affected packages or components.
