Support Remote_Write Configuration in ThanosRuler CRD

Why does the customer need this? (List the business requirements)

Users of customer's platform want to be able to use recording rules that are available longer than the Thanos Ruler Retention. We therefore need the capability to remote-write these Metrics to our long-term-storage.

Users of customer's platform create their Dashboards based on metrics from our long-term-storage. Besides "normal" metrics, they would like to have the ability to query the "ALERTS" metric written by Thanos Ruler. Therefore this metric should be remote-written to our LTS as well.
