What is the nature and description of the request?

As of today, the traces tab is installed via the tracing UI plugin.

This feature is to implement a tracing landing page that makes tracing be present by default. If the plugin is not installed, it should show instructions or a wizard to ease installation.

Why does the customer need this? (List the business requirements)

Having a better experience with other components, such as Service Mesh, Serverless or even runtimes, so they can point users to this page.

Easing installation and configuration.
