Being able of selecting if enable or not the Prometheus Operator with COO

What is the nature and description of the request?

With Logging 6.0, the Logging UI Plugin was moved to the Cluster Observability Operator (COO). When it's installed by the COO, a Prometheus Operator pod starts, even when it's only needed the Logging UI Plugin.

Why does the customer need this? (List the business requirements)
Then, having in mind that more loads require more maintenance and also could be more security issues and as it's not needed as only desired to observe the logs through the Logging UI Plugin, it's requested to be able to select if deploy or not the Prometheus Operator with the COO.
