Addition of a new CLI tool for the OADP operator: oadp-cli

On OADP operator install, the Command Line Tools section of the OpenShift Console will have the oadp-cli binaries for all platforms available for download

oadp-cli enhances the Velero CLI, allowing the user to perform admin level operations, as well as non-admin (self-service) tasks such as non-admin backups, restores and backup storage location creation

Meant to replace aliasing the Velero CLI
