Support wildcard namespaces while creating backups and restores

The Jira story OADP-6177 aims to implement wildcard support for namespace backup operations to avoid frequent updates of the backup object with new namespaces. However, there is an open issue upstream (https://github.com/vmware-tanzu/velero/issues/1874) that needs to be addressed first.

The expected result is to create a backup for specific namespaces that match a regex pattern. Currently, the actual result is an error due to namespaces not being found.

The overall purpose is to make the backup process more efficient by supporting wildcards. The current status is 'New/Unresolved'.

This story is related to RFE-7411 (Waiting/To Do) and OADP-6993 (New/To Do) for documentation. No specific implementation challenges or technical decisions have been made yet. There are no identified blockers or dependencies affecting progress at this time.
