Description of problem: it takes few seconds more compared with 1.0.3 builds for the credentials file to appear on the velero pods.

As a result, the the tests in the credentials suite fail more often:

1. execute the credentials cases: https://gitlab.cee.redhat.com/app-mig/oadp-e2e-qe/-/tree/master/e2e/credentials

Actual results: The tests had failed on 1.0.3 from time to time, but now on 1.1.0 it fails very often (almost every build).
