Backup Repository Data Cache Configuration

• Velero 1.15 allows configuring the total size of the cache per repository to prevent pods from being evicted due to running out of ephemeral storage.
• A new `backup repository configuration configMap` is introduced.

This also includes maintenance intervals

fullMaintenanceInterval: The full maintenance interval defaults to kopia defaults of 24 hours. Override options below allows for faster removal of deleted velero backups from kopia repo.

• normalGC: 24 hours
• fastGC: 12 hours
• eagerGC: 6 hours
