Scale OADP testing repo is spread across github and gitlab (both upstream and downstream) to support testing for both oadp, and velero additional repos are used for MTV, CNV, MTC needs.

This task is for researching and building a repo strategy to address the needs of MT*, and CNV with special focus on OADP to allow for better management of the testing needs and integrations between scale tests and deployments such as (OADP and kubevirt )
