Goal for this task is to have CI install OCS4 to give us rook-ceph storage provider which enables us to test the CSI plugin.

Workflow:

1. Write OCS4 workflow in CI
2. Install OCS4 + OCP for CI
3. Install application using CSI storageclass
4. Run backup of app
5. Verify CSI snapshot was taken
6. Delete app
7. Run restore of app
8. Verify volume was restored via CSI snapshot
