Must-gather should have ability to optionally collect backup tar to provide

• inspection of backup resource manifests such as deployment, deploymentconfigs, replicationcontrollers, pods, persistentvolume, persistentvolumeclaims, routes and other custom resources.

Must-gather should collect custom resources of api operators.coreos.com in OADP namespace

• so we can check on CSV, subscription, installplans.
• check for any applied environment variables
• check if OADP was autoupgraded or installed fresh
• check which catalogsource was used

Must-gather should collect ConfigMaps in oadp/velero namespace

Must-gather should have clusterscope resources that affects the velero backup/restore environment
